This is a tough one, because of the rubber bush you can't use excessive torque
and very little heat.  If you can get your hands on some dry ice you can try
to shrink the bolt with cold.  Or if it is in a position that you can dip one
end of the bolt in an acetone/dry ice slurry try that.  Penetrating oil may
also help (oil is rough on the rubber so clean it off afterwards.)
