Not much you can do to fix an "eyebrowed" chrome rim without having to 
de-chrome, polish and re-chrome. Can you say big dollars. You'll be 
better off going with polished wheels as chrome is not aluminum 
friendly. The chrome will start to blister and peel after about two to 
three years.
