James,
   When changing the control arms. Did the mounting points change?. Did it 
change the roll center or the camber curve?. As the ride height has 
changed, you may need to check the bump steer.

Why would power steering make your car slower?.

Shocks,  do you have the compression, and rebound adjusted correctly?.  I 
wouldn't go back to the $27 shock.
