Faster Cars, Tighter Courses?

Growing up in a parking lot in the 1970s, I remember
that there was a "prepared" Mini Moke, and that car
was "fast". 

Now well into the 21st century, cars are faster than
ever. Technology evolves, speed and handling
increases, especially in the "unprepared" cars. Is it
not possible that this same course, seven years ago
(hypothetically), might not have caused such a stir? 

If yes, wouldn't it logically follow that as cars get
faster, courses must become tighter?
