What does the factory service manual say about replacing that part?
Otherwise you are saying that anyone driving a car that has been in an
accident and repaired is illegal.

If the factory service manual says something to the effect of "in the
event that the roof needs to be replaced, cut the old roof off at point
X and weld on factory part #N in its place. Grind, prime and paint to
match." then what?

(Ok, that is a case slightly different than the current topic, but it
certainly seems close enough that the question needs to be asked.)
