As Andy Hollis pointed out yesterday with the NT's, its mostly up to the
regions.  For NT's they submit a bid to Denver, for divisionals they submit
a bid to the divisional Solo II steward.  Its then up to Denver (for NT's)
and the Solo II Steward (for Divisionals) to award the event.

Bottom line is that if you want a big event in your area, you need to talk
to your region.  Several years ago, Andy Hollis brought a Pro to Texas by
getting several regions to pitch in.  The same theme is being done this year
to put together a SWDIV divisional.  So if your region does not want to do
it, talk to your neighbors.
