Port-installed parts (Toyota Camry)?

Greetings all,

I caught an article in the March 1 issue of Automotive News that got
me wondering about an issue with stock class.  It seems Toyota is
offering a dealer-installed TRD suspension package for the 97-99 Camry
sedan, which includes 16-inch BBS rims, Michelin or Bridgestone tires,
Bilsteins, Eibachs, and a body kit (Blah!)  

Big deal, you say, it's dealer installed so it's illegal in Stock. 
Well...it also says "the company is talking with independent
distributors Southeast Toyota and Gulf States Toyota about port
installation of the kits, which could increase volume."  Where does
port installation fall in stock class rules?  I know section 12.4
explicitly states "installed on the factory production line".  But
there are several cars with port installed equipment already in Stock
classes (the '97 R package Miata is one according to my local Mazda
dealer).  Where does the line get drawn?

(not that I find Camrys any more interesting than any other appliance
car, just wondering about the rule)
