The relay is grounded through the horn push to the steering shaft through t=
he link wire around the rubber coupling to the rack and through a ground li=
nk from the rack to the frame.=C2=A0 Any issues with that chain of events w=
ill cause the problem.=C2=A0 Jumpering the relay will bypass all the steeri=
ng column connections and will be a good diagnosis tool.=C2=A0=20

Check the easy stuff first.
For your self-beeping problem, it may be something as simple as the plastic=
 sleeve for the bush that connects the horn push to the slip ring.=C2=A0 Th=
at is no more problem to replace than pulling the horn push out, extracting=
 the old bush assembly and replacing it.
