Jim---Getting these axle flanges off their splined shafts are the
toughest part of replacing these seals. One set I did took a 12 ton
press to get them off. This press  wasn't even enough for another set.
I'm surprised that you were able to get movement, even a little, with a
gear puller. My suggestion is to do what I ended up doing, and take it
to a machine shop that does this sort of work. Ask how big their press
is. The charge will be about $5 per side.
