I once hooked up with a person who was a former employee of Leyland here
in the 'states who used to recieve new cars from the factory. I asked him
about the tow plates - why some cars have them and soem do not. His answer
was that they all had them originally, but some were welded on and others
were bolted on. The bolted-on ones would get removed when the vehicle was
prepped.

If your front pan does not have round holes, then you front pan is
modified.
