Tom---There is no great penalty for leaving out a rubber bushing, when
trying to get things compressed enough to get the nut started. (Maybe a
squeak, if there's metal to metal)  It would be best to stack both sides
the same, in order to get the same leverage.   
You could also run a die down the bolts to pick up some thread, or just
add enough spacers/washers at the end, to get the nut to squeeze
everything.  

You could also place a jack under the anti roll bar arm near the point
of attachment to the trailing arm link.  This can compress the rubber
bushings enough to get the nut started on your option #1. This is what I
had to do to get Kastner's fabrication to bolt up. After the rubbers
took a set, I didn't have to resort to using a jack in future
removal/reattachments.
