Yup.  I think this is another thing that White Post Restorations or Apple
Hydraulics can do.  (Kind of anything that has a cylinder that holds fluid
and a piston.)  I just checked both websites.  White Post focuses on their
complete restoration and brake cylinder rebuilding.  Apple Hydraulics bills
themselves as the "largest USA rebuilder of lever shock absorbers".
