I got webbing and velcro for my top at TRF when I had the top installed
5 years ago.  Hopefully they still stock the stuff.

The gauges come apart by simply twisting the black trim rings until the
tabs on the back of them line up with the notches in the instrument
itself (gauges removed from the dash of course).  Then you can pull the
black trim ring forward off the gauge with the glass and clean them up.
 The tough part is that the trim rings usually don't want to twist off,
I found that I had to bend up the metal tabs somewhat and coax it a bit
with a small screwdriver.  Don't force things or you may break it. 
After you've got the trim rings off, you can sand them down, paint
them, and clean the glass.  My actual instrument faces were in
beautiful shape, so I didn't have to send them off to be rejuvinated.
