Mark,

I shoot a little starting fluid into the carbs  when faced with this
problem.  If it fires, then I know the ignition is working and  concentrate
on the carbs.  Conversely if it doesn't fire, I look at the ignition
ystem  ---- or possibly check to make sure I have the cam and crankshaft in
the correct relationship.
