Hello Ben,
No one else seems to have any thoughts on this, so I'll contribute my bit.
1) you have eliminated the obvious, ie replaced the cable - do you mean both
inner and outer?
2) have you looked at the angle drive at the gearbox? There is a 2" length of
flexi drive in it, which I have had trouble with. It seems very prone to
breaking, or deforming the squared end so that it slips, especially if there
is some friction somewhere, eg in the angle drive gears, the cable being worn
or kinked round too tight a bend, or the spinning head in the speedo unit
itself having partly seized up bearings.
3) I once had a bouncing speedo caused by excess grease working its way up the
speedo cable and getting between the spinning magnet and the spring-return
plate on the needle. The result was an erratic needle which suddenly did wild
oscilations.

Hope this helps - worth taking the unit out and twiddling it with a match
stalk to get a feel for how free it is.
