I assume the box is steel? You might be able to make a plywood template with a 7-1/2 dia hole in it and use a router with a flushtriming bit to auger out the hole. I'm sure it would ruin the bit and

A metal cutting blade in a jig saw plus a steady hand should do the job. Cutting oil will make the blade last longer but you'll still probably want at least two blades (so get four...). I used my jig
