I have found that primer won't stop the car from rusting. It's porous. If in doubt then spray the primer onto some junk sheetmetal or plywood and spray sealer over top; if it bubbles up or acts funny

You need to sand the primer with a 320 or 400 grit sand paper to smooth out the rough texture. This will enhance the sucessive paint coats which also need to be sanded, using 600 grit. Larry Zink 196
