- First soak it with a good penetrating oil, or machining oil like "Tap Magic." That may or may not help. Heat it up with a torch, that will help - heat the nut, try to keep the bolt cooler, but just a

- very, very frozen. .... Use 3/8" drill to drill through the rubber all around until the center tube falls out. Use a hacksaw to cut through the outer steel ring from the inside. Cut toward the center
