I agree - looks like a RustOleum job to me. Wash it and scrub with Scotch-Brite, rinse well, and that should take care of your prep. If any of the rust is significant, RustOleum makes a prep product

The interesting thing is that the Xylene-based paints are totally incompatible with mineral spirits: If you try to thin the paint or clean the brush, you just get a gummy mess. Lacquer thinner also w
