The best way to replace those rubber pads on the front cross member is to lower the whole thing from the frame. The two forward/lower pads are a pain because they are buried inside the cross member.

Get 3M #8101 Structural Adhesive. It is a 2 part urethane that is used for flexible bumper repairs. I used it on mine ('79 B) with good results. Should be available through auto body supply stores.
