I would guess that the pump lever is not riding on the cam, either because of missing or broken return spring, or a burr or piece of cruft that is jamming the lever. Does it lever by hand? and does i

What do you do with the mechanical pump. Is it removed and the hole covered over? Or does the electric pump "pump" through the old mechanical pump. If so can't you end up filling the crankcase with
