you will need an inside micrometer or a bore gauge. bring the block to a place that does engine machining and they will measure it for you (probably free).

Different tires of the same size will have different shapes. Basicly the sidewall can be flater or rounder, stiffer or softer. If the fit is tight, one tire brand may rub, and one may not.
