- Webers only have an idle and volume (mixture) screw-settings to do with tickover. The rest of the fuel delivery-idle circuit, mid range, full throttle-is dictated by the various jets (air and fuel)

- If you heard the starter work off-load by shorting, that suggests the solenoid is working. Could be that the momentary live, energised with your key in the start position, is disconnected or broken.
