I don't know ao any form of motorsport where moveable aerodynamic aids (wings etc.) are allowed - the nearest you'd get would be some kind of active suspension like F1 used to use before they banned

As far as cars go, the FIA consider a 'World Record' to be the fastest record that exists over a given distance, irrespective of category or class. In other words, to the FIA there is only one World
