Larry, My interpretation is that it's on the top of the shoulder rail. This is to keep the top hoop from tearing off of the shoulder rail if the car gets inverted and the hoop "digs-in" to the racing

Rick, Fuel cells usually have a couple of places for bulkhead fittings on the bottom. In my case they are taken up by the #12 tank outlet and the #6 return line for the shutoff and bypass pill return
