- You are correct that the bi-metal strip has two modes, open (zero volts) and closed (12 volts) the ratio of on to off time averages the voltage to about the same average voltage as a constant 6 volt

- I believe that you are under the misconception that a rev limiter would have prevented this problem, it wouldn't have. A rev limiter will limit the RPM of an engine when the engine itself is asking

- 63 Amp should be plenty. If I recall the H4's are 100 W lights on high beam. That's about 8.3 Amps each. Most fans run less than 15 Amps, so your load will now be a little over 31 Amps. Add fog lamps
