That sounds like the "combustion gas tester" available at NAPA and Carquest. I wonder if the auto parts stores loan out the leak down tester, especially since you need a air compressor for that one.

On my wheels the outer measurement lip to lip was not a full inch over the stated size (14 x 6) which is the inner lip to inner lip. It was.75". Alp you might want to be sure of that measurement also
