Yes it's necessary. The filter has an entrance and an exit—oil drains either way when the engine is stopped. The built-in valve prevents drainback towards the pump. The tube prevents the filter drain

You need both the tube and the valve. The anti-drainback valve keeps the filter from draining back towards the pump. The tube prevents it from draining to the galleries. David Urschel srl311-10465
