Blake has kindly put the VTR Constitution up on the website,

Only problem I see is the "local club/organization" part, but since the term
"local" is not defined, and NASS is restricted to the locality of North America,
I don't see a problem !

The demographics have certainly demonstrated that North America is able to
support more than one chapter.

There is even precedent, VTR has in the past accepted clubs (like TRSC) that
were only for certain models of Triumph.  TRSC has since liberalized, but I
believe that was after they were accepted into VTR.
