Hi Rich,
As far as I know, the SCCA didn't actively start trying to tilt the balance
in favor of the big guys until the 1970s. What they DID do was use weight to
balance performance within a class. They probably figured the Cortina Courier
would be quicker than most other cars in EP and added some balast rather than
bump it up a class. Happened all the time.
