Thanks to all who provided suggestions, I ended up continuing with the dremel
tool but then went back over it with a standard wide wire brush and that
eliminated the little trails and left a nice alloy shine. Now on to the carb
domes and float bowls!

I would think some kind of bead blasting would give the most uniform appearance.

I?ve also had good luck with this:

Hello List,
Continuing to clean up the TR3 motor and would like to polish the intake
manifold beyond the standard dull/dirty gray. Tried with the the Dremel using
a steel and brass brush wheel and while is puts since shine every pass leaves a
line/trail. Any suggestions to achieve a uniform finish without going to a
paint or coating of any sort.

Thanks,
Bill B
