Yes, that is exactly right.  The list server limits the size of each post,
and forbids any sort of attachment including photos and HTML.  This both
ensures that no viruses or other malware can be spread through the list; and
that the archives remain a reasonable size.

There are any number of websites where you can post photos and then supply a
link to them.  One of them is offered by Team.Net.  Go to
http://www.team.net/the-local
and register/login; then you can upload photos to the "Image Galleries".
The Forums there also allow photos.
