I called them 'cap ends', but correctly I guess their 'dust caps'.  Randall 
said the hole allows for a 10-32 screw to be inserted, which "pushes" the 
cap off when it contacts the stub axle.  A nut on the inside is great too. 
This screw thing came in the original tool kit.
