Or sometimes simply rotating the dome 180 degrees will free it!

Assuming this is one of a pair of carbs, there's always the possibility
that 
the pistons got swapped between the two carbs somewhere in the past. If you
don't find any obvious damage, you could try swapping either pistons or
domes  
and see if it helps.
