FWIW -- exhaust shops (Midas at least) can measure the back pressure in
the system. They routinely do this when they suspect a partially
clogged catalytic converter. They drill a small hole upstream from the
suspected obstruction and insert a device that measures back-pressure.
Afterwords they weld up the hole.
One problem may be the lack of a benchmark for the measurement -- i.e.
how much back pressure is a problem? Or maybe someone has an opinion on
that.
