The business end of the plunger floats on the shaft, so if the shaft is bent
badly enough to make it bind, the bend should be obvious.  I would start by
swapping plungers with the other carb, and be sure the problem follows the
plunger.  If it does, try sitting the plunger upside down on a hard flat surface
and looking to see where it's bent.  You can use a square to compare against, if
necessary.

Or, just find a spare plunger somewhere.  I see partial SU carbs on eBay all the
time, for not very much $$.
