Frank,
One way of solving your problem would be to fit a towbar to the TR
(which is not too obtrusive and can be removed if needed), then use one of
those bike carriers that you see behind family cars. You may have to get the
local metal shop to do a few mods to hold and stabilise the chair but this
would be the only major outlay. Your wife gets to use her familiar chair,
the dog gets a ride in comfort and the TR stays intact. A simple material
cover could be made to protect it from the elements and you may have to
attach a small licence plate to keep the local DVA/police happy.
