Oliver --

The steering column on a TR4 is adjustable (actually the adjustment is 
also the impact absorption device).  The column can be moved after the 
jam nut & allen screw combination are loosened.

Normally one would move the steering wheel in or out with the set screw 
loosened but with the coupling detached I suppose one could move the 
column itself back a bit.  You might try loosening the jam nut / set 
screw and see if you can slide the portion of the column just above the 
upper coupling back down a bit.
