Moss also shows these -- at $2.40 per bolt I suspect they are the 
correct 'safety wire' bolt.

The boot kit may come with zip-ties but who wants those on a TR?  The 3 
small fasteners were just wire-style hose clamps.  As Randall said, the 
big end of one boot uses the wire which is just twisted, though the 
original (I think) was done with a little loop into end of the twist so 
you don't leave a sharp wire sticking out (to find when you reach in 
there).  The real fun may come when you stretch the big end of the D/S 
boot over the end of the rack... had to think about that one for a bit.
