Yes, to some extent. Remove the cover, then disassemble the contacts
(paying close attention to how they are assembled), and remove the push rod
that comes up out of the center and pushes the contacts open. Clean the rod
& the hole it came out of; as the push rod sticking in the hole is the most
common problem with these horn (in my experience). Clean the contacts after
reinstalling, preferably with a contact burnishing tool (not just crocus
cloth or whatever). If no contact burnishing tool is available (Radio Shack
used to sell them), then a piece of brown paper bag soaked in carb cleaner
will do.

Temporarily disconnect the left horn while you work on the right one.

You can't really adjust the pitch, it's set by the physical dimension of the
horn. But you can adjust the contacts to get a loud, clear tone, with as
little fuzziness as possible. The book says to also monitor the horn
current, but I don't recall the number offhand.
FWIW, I had trouble for a long time with my horns, that proved to be one of
the bullet connectors not making good contact inside the sleeve. The bullet
itself looked perfect (after I'd serviced it several times), but the sleeve
was bad.
