If it's a TR2-4, I would guess that the return spring on the slave cylinder is weak, broken or missing; and the pushrod needs adjustment. Another distinct possibility for cars with Girling brakes is a broken return spring inside the MC. I've posted the Moss P/N for a suitable replacement spring, but don't recall it offhand.
