On a TR4 which I believe s the same basic design... I used the 3M spray 
adhesive (might have been 8074).  Fitted the top pad dry and masked 
along the edge, then removed and sprayed the scuttle and pad.

I think that stuff expands as it sets -- would probably hold but I 
wonder if the results would lay flat.  Probably overkill as there seems 
to be mechnical fasteners there to do the real work of holding (e.g. the 
windscreen frame).

Yes.

Maybe.  Paint from time of manufacture and/or rust since may make this 
difficult to break loose.  Mine came out easily, others not so easy.
