I would assume that he means the studs that the hubcaps mount on.  There are
only 3 per wheel, so one missing means you cannot mount the stock hubcaps
(and the wheels aren't designed for any other kind).

Given that he described them as 'splendid', I would object, loudly.  IMO
"broken" does not count as "splendid", and false advertising (even on eBay)
is a felony.  At the very least, he should refund your money and keep the
wheels.

On your earlier off-list question about HS6 carbs, IMO it depends a bit on
your desires and abilities.  The HS6 & TR4A intake can be made to work, and
work well, but you are going to have hassles with throttle linkage (the HS6
throttles turn backwards and the pivot is in a different location) and choke
linkage.  Also if you are really planning a "restoration", any Triumph
enthusiast will look at them and think "wrong carbs".

Of course, many of us are not such purists, and would be happy to trade
original carbs & manifolds for the TR4A versions <grin>
