Terry,
I had thought that all the production TRs had black painted frames.
The exception were the works rally cars (and their imitators). Those
frames were painted white so a crack would be more visible.
Maybe someone painted your white to imitate the rally cars.
I do not know any details about the plate, but I thought there were plates
on the front cross member with some sort of code on it.

Hi gang,
While removing 40+ years of 'preservative' from the main crossmember
located
directly beneath where the engine sits, I noticed two interesting things.
1)
The part of the frame that was being cleaned was painted white and 2) there
is a plate attached on top of the crossmember with a number stamped on it
(Z
33). Has anyone ever seen a white frame on a red car? It must have looked
stunning when new. Any thoughts on the number plate? Sounds like one of
those Chevy codes. I love this stuff!<
