Rob:
I would suggest filling the voids with anything but sand. Sand attracts
moisture and where there is the slightest chance of bare metal or even
treated metal, the sand will cause rust and you may not be aware of it but some
time
in the future you will.
I don't recommend sandblasting a tub for that very reason, the sand will
find cracks where it is impossible to blow out.
