Scott,
I think, the problem is with your brake light switch. Mine was totally
bad,
but you maybe able to adjust yours. If I remember correctly TRF had them
for under 10$.

Subject: TR6 Rear Lights
As I start getting my list of things to do with my '70 TR6 after I awaken it
from hibernation, one item I discovered at the end of the driving season
last year that I would like to seek some list advise before I begin work has
to do with my rear lights. During our club's last event, we drove through a
heavy fog/mist and the car behind me noticed that my rear lights were really
bright. When we pulled over at a scheduled stop, they wanted to know how
they too could get their rear lights to be so bright. We'll, upon further
inspection, what appeared to be a miracle actually turned out to be my brake
lights were staying on when I had my lights turned on. If I turned off my
lights, then the brake lights worked as intended, they came on when I pushed
the brake pedal.
Any thoughts that would lesson my time with diagnosing this issue?
TIA
