Alan,
It's real easy to take out the valve on armstrong lever shocks - I would do
it and see if the two little valves on each plug are intact and clean
(compare to each other as well). The 'hitch' you speak of though doesn't
sound like a dirt clog - but real easy to look - and good flushing with new
shock oil might just cure it.
ps1; the levers should move up easier than down.
ps2; I like these shocks - mine have never leaked.

I pulled my old lever shocks out of the box i had put them in after installing
the tube shock conversions.
i cleaned them up added oil, they seem to have equal resistance in the vice
when the arm is moved up and down; but and there is always a but: one arm has
a very slight hitch when the arm aproaches the upper limit. I am not sure if
this is a concern.
Is it a good idea to take the shock valve out to check for sludge build up.
