3a Purolator oil filter head ?

I came across a passel of these and am going to install one on my tractor 
in order to have a spin-on filter.
Was noticing that they all are set such that around 8 threads are exposed 
on the adjuster bolt. Is there a "factory" setting?
Thinking deeper, (danger danger) I wonder if someone can tell me about the 
difference between the two balls and springs. The one first mentioned is 
adjustable; the other is not. Do I take it that the non-adjustable one 
relieves at a higher pressure, and is just there for an extra margin of 
safety, or am I overlooking something obvious?
Also noticed that one of this batch has only the one ball and spring. Older?
