I disconnected the lockout thing the first day I had the car. I simply disconnected the wire under the seat. As I recall (28 yrs ago) i took the seat out to do it, but maybe if you are agile enough, you can do it without seat removal. A couple yrs ago, I had starting problems also, same as you describe. Problem was in the wire connections on the starter/solenoid.
