Hi Larry.  I have a 74TR6 with 175CDSE carbs.  I have had the same sort of 
questions about the bypass valves.  On the 6, there were two types of bypass 
valves.  The early type had a vacuum port on it.  This type was not 
adjustable as far as I can determine.  The vacuum line was part of the system 
that used the water temperature sensor.  I don't know exactly how the bypass 
valve was part of this but the water sensor sampled the water temperature.  
Ast he water temperature/engine temp rose, the vacuum retard at the 
distributor was vented causing the engine speed to increase, thereby 
decreasing the emission, maybe.  Around 1974/75, British Leyand did away with 
the water sensor and consequently they changed the bypass valve making it 
adjustable from the outside.  I just bought two new bypass valves from Moss I 
think.  There are several places on the internet that discuss how to tune the 
bypass valve.  I am still playing with them.  I do think that there is screw 
beneath the small brass plate.  Good luck.
